Two Rivers Regional Council of Public Officials (TRRC) is requesting Proposals from experienced and efficient specialty Mechanical & Architectural contractors to support eligible Illinois Home Weatherization Assistance Program (IHWAP) projects in Adams, Brown, Pike, & Schuyler County areas.

The scope of work includes air-sealing building structural bypasses, insulating attics and walls, replacing heating and cooling systems, and making incidental repairs related to the program.

The contractor(s) that demonstrate qualifications and achieve the highest numerical scores according to the rating criteria established by the Agency will be considered a qualified contractor and will be eligible for a contract to provide specialty services as required.

In some cases, specific professional certification or training may be required for eligibility to participate in the program as an installer. At a minimum, contractors will be required to agree to adhere to performance standards that meet the requirements of the state and federal funding agencies.

An informational meeting will be held on February 4, 2021.  All Contractors interested in submitting a proposal must contact our office at (217)718-6395 or [email protected] by 10AM on February 11, 2020, to register their company name and submit a Notification of Interest.  TRRC will disseminate proposal packets to be completed by the contractor electronically.  All proposals are due by 2PM on February 18, 2021, and should be submitted electronically to [email protected].
