Illinois Home Weatherization Assistance Program (IHWAP)
The Illinois Home Weatherization Assistance Program (IHWAP) is designed to help low-income families to permanently reduce their energy bills by making their homes more energy efficient while increasing the comfort of their homes. Additionally, IHWAP addresses some home health and safety issues especially where they are connected to indoor air quality.
IHWAP is funded by the U.S. Department of Energy (DOE), the U.S. Department of Health and Human Services (HHS), and the Supplemental Low Income Energy Assistance Program (SLEAP). If you live in Adams, Brown, Pike or Schuyler Counties you may contact Two Rivers Regional Council of Public Officials to apply for weatherization services at 217-224-8171. The Weatherization Department is in the Community Service Center located at 706 Maine Street in Quincy.
Although most dwellings waste energy, different types of houses and apartments have different energy problems. Depending on the circumstances and condition of your dwelling, some of the following weatherization work may be done:
- Air-sealing structural cracks, holes, windows and doors with weather-stripping, foam, and caulking.
- Insulating attics, walls, foundations, and/or floors.
- Replacing heating and cooling systems when doing so results in increased energy efficiency.
- Baseload measures such as LED lamps, energy-saving replacement refrigerators and /or freezers, faucet aerators, and low-flow showerheads.
- Health and Safety items such as limited moisture control barriers, exhaust ventilation, smoke detectors, and carbon monoxide detectors.
Frequently Asked Questions
Due to the sizable cost of these types of repairs, the Weatherization program cannot replace roofs, siding, or plumbing.
Documents Needed to Apply
- Proof of gross income for all household members aged 18 yrs. and older for the past 12 months.
- Current Copy of your utility bills (electric & gas/propane)
- Proof of social security number for all household members:
- Proof of home ownership (one of the following):
- Current property tax bill
- Current mortgage statement
- Recorded mortgage
If your application is approved, TRRC Weatherization prioritizes the household for assessment and work. Income eligible households containing elderly members (60 and over), persons with a disability, or young children (5 years of age or below) will be given priority for weatherization services.
