From expanding economic development initiatives to empowering community members through training and support, this edition highlights the momentum we’re building together. Driving Regional Progress Forward

Revolving Loan Fund Program

We have launched a new Revolving Loan Fund (RLF) designed to support regional businesses

and foster community development. The fund will offer accessible capital to help local

Two Rivers Land Bank Authority (TRLBA)

The TRLBA continues to make significant progress in acquiring, managing, and repurposing

vacant, abandoned, and foreclosed properties. This work supports the goals of IHDA’s Strong

Communities Grant (Adams County) and the broader TRLBA service area. We also look to

expand to a larger demographic area.

Recent Success:

Several parcels in Quincy and Jacksonville have been sold, contributing to the revitalization of

key neighborhoods. We are also in the process of a couple bigger sales in the City of Quincy.

Comprehensive Economic Development Strategy (CEDS)

Development of a CEDS is underway to strategically position the region for future economic and community development funding. We are finalizing an application for short-term planning funds from the EDA and are awaiting further guidance.

Rental Housing Support Program

The program continues to grow steadily, with a consistent increase in new client participation.

We have also been awarded a grant naming us as the administrative lead—further expanding our role and impact during 2025.

Regional Engagement & Grant Strategy

We are actively engaging with counties and boards across the TRRC region to identify and

prepare for upcoming grant opportunities. These strategic conversations are vital for advancing key regional initiatives.

A Winning Season for Workforce Success

As we close out the year, it’s the perfect time to reflect on how we can strengthen our region’s workforce in the year ahead. Workforce development is key to ensuring that our communities remain competitive, resilient, and ready for the challenges and opportunities.

Closing the Skills Gap: Training programs will help bridge the gap between current skills and the demands of emerging industries, ensuring that local businesses have access to a skilled workforce.

Boosting Retention and Growth: By prioritizing employee development, we can increase retention, job satisfaction, and overall economic stability in our region.

Weatherization Team Brings Comfort and Gratitude to Mr. Hickman’s Home

The Two Rivers Regional Council of Public Officials Weatherization Department is proud to share another meaningful success made possible through the HAFHR Project.

After the completion of recent weatherization improvements at his home, Mr. Hickman submitted a heartfelt handwritten note expressing his deep appreciation for the work performed. In his message, he wrote that he was, “extremely happy with the work done to our home”. He emphasized that he, “could not express the gratitude” he felt toward the team. He also praised the staff as, “excellent workers.”

Comments like these highlight the true impact of our programs—not only improving energy efficiency but creating safer, more comfortable living conditions for households in our region. The Weatherization Department is honored to support residents like Mr. Hickman and grateful for the trust they place in our team. Through the HAFHR project, we continue to advance our mission of building stronger, more resilient communities, one home at a time.

Opening Doors to Workforce Success

WIOA clients are finishing their semester classes strongly, with many students completing their training in December.   WIOA is currently enrolling for the second semester classes and continually enrolling for the ongoing CDL and C N A trainings.  WIOA can assist eligible youth and adults with vocational training, work-based learning, or on-the-job training for a new career.  Are you looking for a new career in the new year?  Give us a call at (217) 224-8171 or email us at [email protected]

We want to take a moment to thank you all for such a wonderful year. It is truly such a pleasure getting so serve such wonderful communities, and it would not be possible without your support.

Additionally, we wanted to take a second and highlight our annual fundraiser, Wreaths for a Reason. We hosted an in-person event on November 14th. We enjoyed chatting with community members and eating some delicious cookies courtesy of the QAVTC. We reached 98.8% of our goal, for a grand total of $2,470.00 that we can use to continue to support our community. Thank you to all who bid, attended, or donated. Your support means the world to us!
