As we step into July, there’s a renewed sense of momentum across our region. From launching new programs and celebrating community partnerships to expanding services and welcoming new team members, this month marks a season of growth and fresh beginnings. We’re especially excited to highlight the continued work happening through our workforce, housing, and development initiatives — all driven by the shared goal of creating stronger, more connected communities. New Location for TRRC Services — Community Action Stays Put

We’re excited to share that our Community Development, Workforce Programs (SNAP, TANF, and WIOA), and Administrative offices have officially moved to a new location at 133 North 33rd Street in Quincy, IL. This new space brings several key services together, improving accessibility and allowing for more streamlined support for clients and partners.

Please note that our Community Action offices — including programs like utility assistance and housing support — are still located at 706 Maine Street in Quincy. We look forward to continuing to serve the community from both locations.


A Brand New Chapter for WIOA

Starting July 1, Two Rivers Regional Council officially takes the lead in managing WIOA programs across nine counties — marking a powerful new phase in our commitment to workforce development.

We’re hitting the ground running to bring expanded services, new opportunities, and stronger support systems for job seekers and employers alike.

A special shoutout to our newest counties — Hancock, Henderson, Knox, McDonough, and Warren. We’re honored to partner with you and excited to begin this work, together.


Weatherization: Openings in Brown County! Apply Now!

Looking to make your home more energy-efficient and lower your utility bills? Now’s your chance! Our Weatherization team has open intake slots available in Brown County, and we’re ready to help you get started.

Pike and Schuyler Counties—you’re up next! We’ll begin accepting applications in August, so keep an eye out for updates.

Whether it’s sealing drafts or improving insulation, this program is a smart step toward a more comfortable, cost-saving home. Stay tuned for more info on how to apply!

A Strong Finish for Our SNAP & TANF Workforce Programs

We’re proud to share that we’ve wrapped up another impactful year supporting job seekers through our SNAP and TANF Workforce programs. In the final quarter alone, we had the privilege of serving 152 clients, helping individuals take meaningful steps toward employment and financial independence.

Over the course of the year, we fully utilized our available support funding — investing $115,000 through SNAP and $26,000 through TANF to assist clients with job readiness, employment resources, and support services.

Community Development: Regional Growth in Motion

There’s a lot happening at TRRC as we continue pushing forward with exciting projects to strengthen our region. We’re wrapping up work on a Revolving Loan Fund Program that will offer flexible financing to support local businesses and spark new development.

Through the Two Rivers Land Bank Authority, we’re repurposing vacant and abandoned properties—recent sales in Quincy and Jacksonville show real momentum in our revitalization efforts.

We’re also building out a Comprehensive Economic Development Strategy (CEDS) to guide future growth, and we’ve applied for short-term funding to help bring it across the finish line.

Our Rental Housing Support Program is gaining traction, with new clients coming in regularly—and thanks to a new grant, TRRC is now leading the program’s administration.

Finally, we’re in active conversations with counties across the region to identify upcoming grant opportunities. These partnerships are key to unlocking resources and moving community priorities forward.

Up and Coming Event Spotlight: Quincy Freedom Fest

The Annual Quincy Freedom Fest will swing into action on July 4th to celebrate the Fourth of July. Taking place on the riverfront on Clat Adams Park, an afternoon of jam-packed activities will kick off. Gates open at 3 p.m. and admission is free!

Live music, fun games, and local vendors are set to take the stage. At dusk, a stunning fireworks display will launch over the river. To top it off, Quincy Freedom Fest is a two-day festival — on July 5th it all happens again! Stay caught up with the event through Quincy Freedom Fest’s Facebook page.
