Workforce Development

Workforce Development promotes the development and implementation of workforce education strategies for occupations in high-growth/high-demand industries. Workforce education often includes job search assistance, assessment, vocational classroom training, work experience, and supportive services. It further develops and implements workforce education programs that enable low-skilled, low-income, adults to embark on career pathways and earn family-sustaining wages.

Community Development

We are in the final stages of launching a new RevolvingLoan Fund Program, created to support regional businesses and drive bothcommunity and economic development efforts.

The Two Rivers Land Bank Authority (TRLBA) continuesto make strong strides in acquiring, managing, and repurposing vacant,abandoned, and foreclosed properties. These efforts are closely aligned withthe Strong Communities Grant awarded to our department by theIllinois Housing Development Authority (IHDA) for Adams County. TRLBA has alsorecently sold several parcels in Quincy, marking continued progress in propertyrevitalization.

Meanwhile, we are actively developing a ComprehensiveEconomic Development Strategy (CEDS). This strategy will position us tosecure vital funding from a variety of programs focused on enhancing economicand community growth.

We are also in the process of finalizing an applicationfor Short-Term Funding through the EconomicDevelopment Administration (EDA). This funding will support planningefforts and help complete the CEDS. We are currently awaiting further guidancefrom the EDA regarding next steps.

Our Rental Housing Support Program continuesto thrive, with new clients joining on a regular basis. A recent grantapplication has also been submitted to bolster and expand the program’s reach.

Finally, we are engaged in ongoing discussions with counties and boards across the TRRC region about upcoming grant opportunities. These conversations are key to securing the necessary resources to advance a range of regional development initiatives.

Weatherization

We have exciting news for Brown County Residents! If you’re eligible for our Weatherization Assistance Program, now’s your chance to get on the list—openings are available! This program helps income-qualified households improve home energy efficiency through insulation, air sealing, and more! It’s a great way to stay comfortable year-round and save on energy bills. Spots are limited, so don’t wait, check your eligibility and apply today!
