REQUEST FOR PROPOSAL
Two Rivers Regional Council of Public Officials (TRRC) is requesting Proposals from experienced and efficient specialty Architectural contractors to support eligible Illinois Home Weatherization Assistance Program (IHWAP) projects of approximately 40 homes in Adams, Brown, Pike, & Schuyler County areas over the next year.
The scope of work includes air-sealing building structural bypasses to reduce air leakage, insulating attics and walls, installing ground moisture control measures, and making incidental repairs related to the program. Amount of work awarded to successful contractor(s) will be based on the ability of the contractor to complete work on time.
The contractor(s) that demonstrate qualifications and achieve the highest numerical scores according to the rating criteria established by the Agency will be considered a qualified contractor and will be eligible for a contract to provide specialty services as required.
In some cases, specific professional certification or training may be required for eligibility to participate in the program as an installer. Reasonable stipends to cover labor time cost related to training may be covered by the Agency. In addition to training labor cost, contractors may also be eligible to receive a stipend for travel, per diem, and lodging. At a minimum, contractors will be required to agree to adhere to performance standards that meet the requirements of the state and federal funding agencies.
A virtual informational meeting will be held on August 2, 2022. All Contractors interested in attending may contact our office at (217)718-6395. Contractors interested in submitting a proposal must submit a request electronically to jvrandenburg@trrcopo.org by 10AM on August 9, 2022, to register their company name and submit a Notification of Interest. TRRC will disseminate proposal packets to be completed by the contractor electronically. All proposals are due by 2PM on August 16, 2022, and should be submitted electronically to jvrandenburg@trrcopo.org.
