Are you looking for help accessing rental assistance?

Two Rivers Regional Council of Public Officials (TRRC) will begin helping to complete applications for rental assistance in Adams, Brown, Pike and Schuyler Counties in Illinois on December 6th for renters and their landlords who have been impacted by the pandemic. Applications will be taken until January 9th.

TRRC can help you get the necessary referral to apply for rental assistance because you cannot apply on your own.

The Illinois Rental Payment Program (ILRPP) provides financial assistance for rent to income-eligible Illinois renters and their landlords who have been impacted by the COVID-19 pandemic. If you are a renter in Illinois and are behind on rent due to COVID-19, you may be eligible for up to $25,000 and 18 months of emergency rental payments.

Both renters and landlords can apply for assistance

Applications will be accepted beginning Monday, Dec. 6 through Sunday, Jan. 9, 2022.

Proof of citizenship is not required to apply and ILRPP assistance is a grant that does NOT have to be repaid.

Illinois Resident

You are either a renter in Illinois or a landlord with a tenant who lives in Illinois.

Financial & Unemployment Difficulty

Your household (or your tenant’s household) experienced a financial hardship during or due, directly or indirectly, to the coronavirus pandemic.

Housing Instability

Your household (or your tenants’ household) is behind on rent and/or is at risk of experiencing homelessness or housing instability.

Income Limits

Your (or your tenant’s) household income is at or below the limit for your county.

Renters will need the following information to apply:

  • Valid email address (must be accessible throughout the application review process)
  • Valid phone number
  • Monthly rent and amount past-due
  • All required documents listed in question 21

Renters will need the following documents to apply:

  • Government-issued photo ID regardless of expiration date
  • A utility bill or proof of address dated 90 days prior to the application (if the address on your ID is not your current address)
  • Proof of household income
  • Proof of past-due rent
  • Proof of public assistance (if applicable)
  • Recertification of income (if applicable)

Housing providers will need the following information to apply:

  • Valid email address for yourself and your tenant (must be accessible throughout the application review process). 
  • Rental unit information (unit type, address, rent amount)
  • Grant payment information for check distribution
  • Social Security Number or Individual Taxpayer Identification Number (if payment is made to an individual)
  • Employee Identification Number (if payment is made to a business entity)
  • All required documents listed below

Housing providers will need to provide the following documents to apply:

  • Government-issued photo ID  regardless of expiration date
  • Evidence of past-due rent
  • Evidence of ownership (copy of 2020 property tax bill or 2021 monthly mortgage statement)
  • Current signed lease (if available)
  • Fully executed and current property management agreement (if payment is made to a property manager)
