Low Income Home Energy Assistance Program (LIHEAP)


State and federally funded and administered through Illinois Department of Public Aid. The purpose is to assist low-income persons by offsetting the rising cost of home energy through direct financial assistance, energy counseling, outreach and education. Help can also be provided for natural gas, propane, fuel oil, coal, and electricity bills.

Eligibility is based on income guidelines. When applying, a person should bring social security card, 30 day gross income, and a recent gas and electric bill for all household members.

Emergency service is available if a household has been disconnected from an energy source or a delivered fuel supplier has refused to deliver and the tank contains 10% or less. Participants do not have to own their homes and can receive assistance if the utilities are included in the rent. The rent must be greater than 30% of their gross income.
