What is TRRCOPO?Two Rivers Regional Council of Public Officials is an agency established by intergovernmental agreements between Adams, Brown, Pike, and Schuyler Counties in Illinois. Its activities are funded by membership dues, state and federal grants and administrative fees received for providing services. The Governing Board includes county and municipal representatives and members representing various citizen’s interests. What is our Objective?"Whereas, the mission of Two Rivers Regional Council of Public Officials is to provide staff to develop and administer programs and policies which further the efforts of local governments and aid the economically disadvantaged throughout the region." A brief overview and history of TRRCOPO.Two Rivers was established in 1974 as a way to assist local units of government within the counties of Adams, Brown, Pike and Schuyler with professional planning assistance. Cass and Scott counties later joined and but are no longer a part of the regional council. The Planning Department is involved in research and planning for the physical, social and economic development needs of their member counties. The council began administering the first services targeted to low income families in 1976 with the Weatherization program. In 1982 the Council was formally recognized as a Community Action Program (CAP) agency by the Illinois Department of Commerce and Economic Opportunity and now provides a wide range of direct services to low and moderate income families in the counties of Adams, Brown, Pike and Schuyler. Those services include emergency shelter and meals, rent, utilities, food, furniture, clothing, scholarships, a variety of youth services, housing rehabilitation, weatherization, small business loan program, and much more. The agency administers the Workforce Investment Act (WIA) program for Adams, Brown, Pike and Schuyler counties. WIA works with low income and untrained individuals, displaced workers and displaced farmers, low income youth, business expansion and retention. |
